IJF refereeing rules

This text is Annex D — referee positioning and duties, hand signals, scoring (ippon, waza-ari), the shido/hansoku-make penalty scale, bout duration, golden score, the CARE video-review system, injury management — of the International Judo Federation’s (IJF) sporting regulations. It is the only one of the ten documents not issued by the Tunisian Judo Federation: it binds IJF-accredited international referees and applies to Tunisian competitions by cross-reference from the Sporting and Organisational Code and the tournament specifications, both of which prescribe refereeing “according to IJF rules.”

No firm date could be established in the text; the most recent reference is an IJF Executive Committee decision of 17 January 2019. A bout lasts 4 minutes; a hold-down scores ippon at 20 seconds, waza-ari between 10 and 19; a third shido ends the bout as hansoku-make.
